Asked to conduct morning meetings to improve services


SRINAGAR: The Directorate of Health Services Kashmir has directed Chief Medical Officers and Medical Superintendents of District, Sub District, and Community Health Centers to conduct Morning Meetings in their respective hospitals to improve the delivery of patient-related services.
Further, the health officials have been enjoined to take night rounds of all the hospitals falling under their jurisdiction and to check that unnecessary referrals are not being forwarded to the Tertiary Care Hospitals.
In this regard, two different notifications have been issued by the Directorate of Health Services Kashmir.
Consequent upon the directions received from the Secretary to the Government, Health & Medical Education Department followed a meeting taken by the Director Health Services Kashmir today on 13.08.2024, with all the Chief Medical Officers/Medical Superintendents of District/Sub District/Community Health Centers, the notification reads.
In order to improve the functioning of District & Sub District Hospitals & to bring transparency, accountability in their working, it is impressed upon all the Chief Medical Officers/Medical Superintendents of District/Sub District/Community Health Centers to conduct the “Morning Meetings” in their respective Hospitals, the outline of which is, it added.
The meeting will ideally start at 9:30 AM, half an hour prior to the start of the day activities in the Hospital and end before 10:00 AM, so that no day activity of the institution is impeded in any manner.
The meeting will be chaired by the Medical Superintendents/Block Medical Officers in person without delegating to some other officers of the hospital, so that the patient care in the hospital shall not suffer.
It will be ensured that the meeting will be attended by Heads/In charge of all the Hospital sections including: Clinical Departments, Casualty Incharge Medical Officer/In charge of Labs/X-Ray/ECG/Blood bank/Nursing Supervisors ward nurse on Night duties/sanitary Inspector/in-charge sanitation central heating/Electrician/plumber/Lenin/Store In charge accounts Section etc.
Focus of the meeting will be improving the delivery of patient-related services. The meeting will compulsorily ascertain the work done during the night and any issues that have arisen (including discussing referrals/Deaths etc. The resolution of the issues of the previous day will be recorded in the meeting note.
It shall be ensured that the minutes of these meetings will be diligently recorded in a separate register created for the purpose. The registrar shall be kept open for audit by the supervisory officers of the district and at the level of the directorate.
In continuation to this office circular issued on the subject vide No. DHSK/PS/2023/7059-7143, dated 14.11.2023, it is, time and again impressed upon all the Chief Medical Officers/Medical Superintendents of District/Sub District Hospitals/CHCs of Kashmir Division to take night rounds of all the hospitals falling under their jurisdiction and to check that unnecessary referrals are not being forwarded to the Tertiary Care Hospitals. They will also submit the list of patients being referred to the Tertiary Care Hospitals on fortnightly basis with complete details of the patients and reasons for referral. Non-compliance to the circular instructions shall invite strict action under rules, reads another order.
